holder is ok but has needs to have a locking pin to put on hat or vest instead of string for around your neck!

Our fishing license holders arrived in a timely fashion and were properly packaged. The plastic holders were badly stained with something red which made the licenses unreadable when they were in them. I guess for the inexpensive price we paid that it's really not a big deal!!
